Clearly (or blurily) this, somehow, is the reflection of a mouse -- walking around near the security camera enclosure -- perhaps bathed in blue light from the Marathon sign. Or maybe it's a bug on the lens. In any case, it's clearly moving around on a flat surface near the camera (not darting around the cars and pumps, and people).
